Why It Matters
In 2021, New York adopted what is known as the “Advanced Clean Trucks” (ACT) rule. ACT seeks to lower harmful emissions from New York’s largest source of emissions: the transportation sector. This rule simply requires automakers to develop increasingly efficient medium- and heavy-duty trucks (the larger ones you see on the road, like garbage trucks or semis) and deliver an increasing number of those vehicles to New York.
This rule requires medium- and heavy-duty trucks in New York to transition to all electric sales by 2035. The long timeframe is so automakers can slowly ramp up, selling a larger percentage of electric vehicles annually. This incentivizes innovation and gives clear timelines to automakers.
But a new bill seeks to delay New York’s compliance with ACT. Delaying the implementation of these targets slows the vital work of reducing pollution from our largest source of greenhouse gas emissions.

What’s the Solution?
These rules work. Not only are there more electric medium- and heavy-duty trucks on New York roads than ever before, but automakers have a clear timeline on implementation and can plan accordingly. New York should stay the course on its commitment to reduce emissions and expand jobs (since electric vehicle jobs in the state increased by 13% from 2022 to 2023).
