Getting Projects Approved in Virginia

One Woman’s Story Proves the Struggle

  • Why It Matters

Donna Miller, in Augusta County, VA, wants to build solar on her own property. However, for four years, she’s been met with challenge after challenge. Despite a 2025 county plan explicitly indicating a wish for more solar, barriers still pop up regularly. Donna’s project would have brought in money for the community as well as preserving her land for her family.

  • What’s the Solution?

The solution is reform in how new clean energy projects are approved. This process, known as siting and permitting, is broken in states across the country, but we anticipate action on this in the Virginia state legislature in 2025. Collaboration between municipalities that know how their community operates and the state government, which can cut through red tape faster, is key. And individuals should be able to build on their own property.
